摘要:为了研究国内外雷管库的风险管控，便于中国民爆安全标准与国外安全标准互相借鉴学习，针对中国与南非2个国家的雷管库风险管控措施进行了对比，分析了2个国家降低事故概率和减少后果严重度的不同措施，初步探讨了雷管库危险等级、安全距离、安全管理等方面存在的差异。结果表明：中国更倾向于对后果严重度的管控，而南非则更关注于事故发生概率，两国在风险管控理念上存在较大的区别。这些分析为国家“一带一路”倡议落地和中国民爆标准走向非洲市场提供了一定的参考和借鉴。
Abstract:In order to study the risk management and control of detonator magazine at home and abroad, and facilitate the mutual reference and learning between China's civil explosion safety standards and foreign safety standards, the risk management and control measures of detonator magazine in China and South Africa were compared, the different measures taken by the two countries to reduce the accident probability and reduce the severity of consequences were analyzed, and the differences in risk category, safety distance and safety management etc. were preliminary discussed. The results show that China prefers to control the consequence severity, while South Africa pays more attention to the accident probability. There are great differences in the concept of risk control between the two countries. China's "one belt, one road" initiative and the Chinese standard of civil explosion will provide some references for the African market.
